EN71 & ASTM F963 Certified Crochet Toys
EN71 and ASTM F963 are the two toy-safety standards that decide whether a crochet toy can legally be sold in the EU and the US, and WOOLORA manufactures each order to pass both — supported by TÜV Rheinland verification, a 90N internal pull-force standard and 30,000+ certified artisans.
What EN71 and ASTM F963 actually certify
EN71 is the European harmonised standard under the Toy Safety Directive 2009/48/EC; ASTM F963 is the mandatory US toy safety specification enforced by the CPSC. Passing them is not a marketing choice — it is the legal condition for selling a crochet toy to a child.
| EN71-1 | Mechanical & physical properties — small parts, seams, stuffing, pull and torque tests on eyes, noses, pom-poms and trims |
|---|---|
| EN71-2 | Flammability — surface burn rate of yarn and attached decoration |
| EN71-3 | Migration of 19 heavy elements from yarn, dye, beadwork and metallic hardware |
| ASTM F963 | US equivalent scope plus battery, magnet and tracking-label rules for the CPSIA market |
Where crochet toys usually fail — and how we prevent it
- Attachment strength: eyes, noses and buttons are the first failure point. Every attachment is pull-force tested to a 90N standard, which exceeds the EN71-1 requirement, and the batch record is retained.
- Heavy-element migration: yarn and metallic hardware are the risk. We buy yarn traceable to OEKO-TEX Standard 100 certificates and use nickel-free, lead-free hardware.
- Age grading: an item marketed to under-36-month children faces stricter small-parts rules. We agree the age grade before sampling so the pattern is designed to the correct standard.
- Documentation: a CE mark is only defensible when the test report and technical file sit behind it — we keep both per batch.
The certification workflow
- Agree the age grade, yarn composition and hardware specification.
- Produce a physical sample in 5-7 business days via our OEM / ODM service.
- Run an internal 90N pull-force check and pre-compliance screen.
- Submit representative samples to an accredited lab for the formal EN71 and/or ASTM F963 report (5-10 business days).
- Attach the report and technical file to the batch record and ship DDP.
Plan roughly three to four weeks from design freeze to a certified report in hand. Certification is a pass-through cost we can quote, and reports are issued in the buyer's name wherever the lab allows.
Frequently asked questions
Do crochet toys need EN71 certification to sell in the EU?
Yes. Any crochet item classified as a toy for children under 14 must meet the EU Toy Safety Directive 2009/48/EC, and EN71 is the harmonised standard used to demonstrate that. EN71-1 covers mechanical and physical properties, EN71-2 flammability and EN71-3 migration of certain elements. A CE mark without underlying test evidence is not a valid claim.
What exactly does EN71-1, EN71-2 and EN71-3 test on a crochet toy?
EN71-1 tests small parts, seams, stuffing and attachment strength, including pull and torque tests on eyes, noses and trims. EN71-2 checks how quickly the surface burns. EN71-3 measures migration of 19 heavy elements from yarn, dye, beadwork and metallic hardware. For crochet toys the attachment strength and yarn migration tests are usually where samples fail first.
How is ASTM F963 different from EN71?
ASTM F963 is the mandatory US toy safety specification under CPSIA and is enforced by the CPSC. It overlaps with EN71 on mechanical, flammability and heavy-metal requirements but has its own test methods, a different small-parts cylinder, and additional requirements for battery, magnet and tracking-label rules. Most importers obtain both EN71 and ASTM F963 reports so that one production run can be sold in both regions.
How long does EN71 or ASTM F963 testing take from sample submission?
Typical lab turnaround is 5-10 business days for a full EN71-1/2/3 or ASTM F963 report once the physical sample and yarn composition are supplied. A pre-compliance screen can be done in 2-3 business days. Physical sampling of a new crochet design runs ahead of this at 5-7 business days, so plan roughly three to four weeks from design freeze to a certified report in hand.
Who pays for the test reports and who owns them?
We can quote certification as a pass-through cost, or you may contract an accredited third-party lab directly. Reports are issued in the buyer's or importer's name wherever the lab allows, so the certificate can travel with your brand rather than ours. We retain a copy for our own quality file and re-test whenever yarn supplier, dye lot or hardware changes.
Does the 90N pull-force standard replace EN71 testing?
No. Our internal 90N pull-force standard is a production control that exceeds the EN71-1 attachment requirement; it reduces the failure rate before a lab tests anything, but it does not replace the certification itself. Every attachment is pull-force tested at 90N during production and the batch record is kept, then representative samples go to the accredited lab for the formal EN71 or ASTM F963 report.
